Austin City Council will for the second time on August 2nd consider making legal what is currently illegal.
Background: Homes in neighborhoods are currently not allowed to rented out for a period of less than 30 days. Despite it being illegal, doing so has become a big business and growing issue in Austin. There are currently thousands of homes in Austin being used essentially as mini-hotels, being rented out for a day or two at a time. Single family residential zoning is created to protect homeowners from living next door to businesses. North Shoal Creek Neighborhood Association voted last year to pass a resolution against commercial short term rental (non-homesteaded, non-owner occupied home rental for a period of less than 30 days) and in support of homeowners being able to rent out their personal homes that they occupy for short periods of time for a collective total of 30 days per year. This is in line with the position Austin Neighborhoods Council has taken on commercial short-term rentals. Last month the city council voted on first reading (first of three readings) to allow commercial short term rentals after hours of citizen testimony on the topic. You can support the NSCNA resolution and opposition to commercial short term rental by writing and calling city council members and by visiting http://www.protectaustinneighborhoods.com. There you can click a link to sign a petition against commercial short term rentals and learn of other ways to support this effort to keep them illegal. Another website of interest is http://StopShortTermRentals.com.On August 2 the City Council will vote on second and third reading the revised ordinance on short term rental of residential units. The draft agenda lists this as item 129 (the last item) in the session scheduled for 4:00 PM. The agenda also shows that the public hearing is closed.

Residents are encouraged to contact council members and express their views about this issue. You can visit the City website at www.austintexas.gov/government . There you can see links to send emails to individual council members, as well as a link to send an email to all council members.
There will be a rally and press conference at City Hall Monday, July 30 at 11:30 AM. Representatives from every neighborhood are needed at the rally, wearing red shirts and with a sign showing the name of the neighborhood.
Residents are asked to attend the city council meeting Thursday afternoon and wear red shirts. Identifying stickers will handed out for people to wear. Let’s join our neighbors across Austin and stand up for the preservation of our neighborhoods and our neighborly way of life.

Stage 1 Water Restrictions took effect on Monday July 16, 2012. Customers can water up to 2 days a week according to address. On your watering days, irrigation systems may be used only before 5 a.m. or after 7 p.m. and hose-end sprinklers may be used only before 10 a.m. or after 7 p.m. Hand watering is allowed any time on any day of the week.
Homes with odd-numbered addresses may water on Wednesdays and Saturdays.
Even numbered addresses may water Thursdays and Sundays.

This week there is an important public meeting at City Hall. On Thursday, June 14, 2012, the City Council will hold the public hearing on the Imagine Austin comprehensive plan. This is a topic of importance to the membership of the Austin Neighborhoods Council (ANC). The ANC encourages you to attend the hearing, bring your neighbors, and support neighborhoods. You don’t necessarily have to speak, but if you are staying for the duration of the hearing you may donate time to designated speakers.
As you know, the ANC membership spent several months participating in the development of the Imagine Austin comprehensive plan. In April, a straw poll of the ANC membership revealed that there was almost unanimous agreement that work remains on the comprehensive plan from the neighborhood perspective. The ANC Executive Committee has identified five key topics that must be fixed before City Council adopts Imagine Austin: the growth concept map, the priority program to revise the Land Development Code, the role of neighborhood planning and neighborhood plans, support of locally owned neighborhood businesses, and the overall tone of the plan to ensure inclusion of all communities that live in Austin. In short, ANC wants to preserve what is unique about Austin which is our neighborhoods. Please attend the City Council meeting and let the Council Members know that what attracts people and businesses to Austin are the strong neighborhoods that give Austin character and identity as much as anything else. Sign in as opposed to Imagine Austin to signify that work remains. Noting your opinion is important whether you elect to speak. By signing in, you have the option of donating your time to a designated speaker as long as you are there when the designated speaker is called to speak.
We will confirm the time of the hearing before Thursday. We anticipate that the hearing will be no earlier than 6:00pm.

If you are attending the Council meeting you can get your ticket validated and park for free. We encourage you to carpool with neighbors if possible.

The North Shoal Creek Neighborhood Association WILL host the 12th Annual Neighborhood July 4th Independence Day Parade and Celebration. The parade will form on Crosscreek Drive beginning at 9:30 AM and will begin at 10:00 AM to parade around the block. After the parade there will be refreshments, face painting, balloon sculpting, and “Prizes for Patriots” on the school grounds and Pillow Park in celebration of Independence Day.
A special thank you to all the neighbors who have volunteered to help plan and conduct our annual July 4th Parade and Celebration at Pillow School. Please join your neighbors July 4th to participate in the parade around the school, and the celebration afterward

The Bond Election Advisory Task Force has completed its review of potential bond projects and has made recommendations for $400 million and $575 million bond packages. Each divides projects into categories including affordable housing, City facilities, community-based projects, parks/open space and transportation/mobility.
The Task Force recommendations report will be presented to City Council along with City Manager bond package recommendations at the June 26, 2012 Council work session. The work session will begin at 9:00am in the City Hall Boards and Commissions Room.
Upon receiving final recommendations from the Task Force, City staff and public input, the City Council will have the opportunity to formulate a bond package which could be on the ballot as early as November 2012. The City Council is expected to decide in August whether to call a bond election and, if so, how the propositions will be presented to voters on the ballot.
The Task Force recommendations report, City Manager’s recommendations, and other information on the bond development process will be made available on Bond Development Update as it becomes available.
